"New" in box vintage item. This is a set of two "tosa" wooden toy percussion clacker souvenirs, made in Kochi city for the Yasakoi Matsuri Festival. These are from from Japan's Showa-era.
The box has a beautiful retro design of red, black, and white, with a reasonable amount of fading or marks, which can be seen in the photos. Inside the box is a slip of paper with information about the toy and festival; note that the phone numbers on the paper are only six digits long, so that helps narrow down the timeframe.
I don't know for sure which decade the set is from, but based on the colors and style, my guess is the 1960s or 1970s, but possibly as early as 1940s. The set is in really nice shape, considering the age.
